TÜV SÜD adds value:certification according to the new ISO/IEC 17065
The international ISO/IEC 17065:2012 standard establishes the principles and requirements for the competence and impartiality of product, service and process certification and for the bodies offering these services. Here is a summary of the amendments developed by the ISO CASCO committee on conformity assessment, chaired by Christian Priller (TÜV SÜD).
In the past, national accreditation of product certification bodies was based on the EN 45011 standard while international recognitions were built on ISO/IEC Guide 65. This system worked very well for a long period and is still the default system applied successfully by many certification schemes. Given this, the revision of this system, named ISO/IEC 17065, was designed to take over those parts of Guide 65 that had proved expedient while implementing the necessary improvements and taking into consideration the relevant parts of the International Accreditation Forum Guidance Document 5 (IAF GD 5). In addition, the contents of the new ISO/IEC 17065 standard were aligned with Committee on Conformity Assessment (CASCO's) new structural requirements. The obligatory requirements of the applicable Publicly Available Specification (ISO/PAS) were also included.
Comparison: ISO/IEC 17065 and ISO Guide 65
The terms and definitions in the ISO/IEC 17065 standard have been improved compared to ISO Guide 65 and the requirements concerning impartiality and how to ensure it also have been adjusted. The new standard now differentiates between internal and external assessment resources (outsourcing). Processes were aligned with CASCO's functional approach. In addition, the Committee determined that certification bodies must base decisions concerning the certification of products, services or processes on the principle of dual control and must not subcontract those decisions. Chapter 8 summarizes management system requirements. Informative Annex A outlines the principles for product certification bodies.
Timelines for the certification of Notified Bodies
The ISO/IEC 17065 standard was published in September 2012 by ISO/CASCO. The German version of the standard DIN EN ISO/IEC 17065, entitled "Konformitätsbewertung - Anforderungen an Stellen, die Produkte, Prozesse und Dienstleistungen zertifizieren", was published in January 2013, replacing the DIN EN 45011 standard/ISO/IEC Guide 65. A transition period was defined for implementation of the standard and will end on September 15, 2015, in accordance with the resolution passed by the general assembly of the International Accreditation Forum (IAF).
TÜV SÜD has already changed its certification body to ISO/IEC 17065 and is now operating in accordance with the new standard irrespective of the above deadlines and cutoff dates.
The significance of the new standard for certification bodies and manufacturers
ISO/IEC 17065 addresses quality-management requirements and structures of product certification bodies, which are one of the core competencies of TÜV SÜD. Certification in accordance with the ISO/IEC 17065 standard can help to highlight employee expertise and the certification body's independence. In practice, the certification does not have any direct impact on the contact between the certification body and the certificate holders. However, due to international acceptance, the value-added provided by certificates issued under an accreditation based on the ISO/IEC standard will increase significantly.
